和平佔中發起人之一陳健民教授出席政制簡介會後的回應

 

由於和平佔中公開承諾,只在走盡對話之路後才採取公民抗命,因此陳健民教授與朱耀明牧師今早仍參與政制發展簡介會,以最大的耐性聆聽李飛解釋人大常委會決定的理據。

 

對李飛的講話,陳健民認為是混淆視聽。港人視選舉委員會是「小圈子」,而李飛卻認為它「具廣泛代表性」,提名委員會必須「按照」選委會方式組成。一個沒有民主基礎的提委會再談甚麼「民主程序」已没意義,更何况提名門檻得由現時的八分之一大幅提升至二分之一?說穿了,整個決定就是為「欽點政治」披上一層「普選」外衣,人民不會就這樣被蒙騙。

 

由於在此框架下已沒有真普選的空間,和平佔中認為對話之路已經走盡,惟有進行公民抗命、佔領中環。

 

香港長時間有六成市民在民調中支持普選,他們亦在歷屆立法會選舉中支持泛民議員,但這批代表社會大多數的議員卻在簡介會中變成極少數,被驅逐離場時其他與會者竟拍手歡呼。這就是「廣泛代表性」的真締!這樣的政府,隔絕於人民、不相信人民,最終一定與民為敵!

Response by Prof. Chan Kin-man, one of the organizers of the Occupy Central with Love and Peace, after attending the briefing session on constitutional development of Hong Kong

 

Occupy Central with Love and Peace has made a public promise to resort to  civil disobedience only if all chances of dialogue have been exhausted.  To keep this promise, Prof. Chan Kin-man and Rev. Chu Yiu-ming attended this morning's briefing session on Hong Kong constitutional development and, with utmost patience, listened to Li Fei's explanation of the justifications behind the NPC Standing Committee's decision.

 

Chan Kin-man regarded Li Fei's speech as obscuring the facts and misleading the public.  The nomination committee needs to be modeled after the election committee, which is, in the eyes of Hong Kong people, a "small circle" but regarded by Li as "broadly representative".  There is no point talking about "democratic procedures" when the nomination committee is not formed on a democratic basis.  Not to mention that the threshold of nomination is significantly raised from currently one-eighth to one-half.  To put it bluntly, the whole thing is just "handpicked politics" in the disguise of "universal suffrage".  People simply will not be deceived.

 

There does not seem to be any room for genuine universal suffrage under this framework.  Seeing that all chances of dialogue have been exhausted, our only way is civil disobedience and occupying Central.

 

Opinion polls have consistently shown that 60% of Hong Kong people support universal suffrage.  They have also consistently voted for pan-democrats in past Legislative Council elections.  However, these lawmakers who represent the majority of society became the minority in the briefing session and their ejection was cheered by other participants.  This is the true meaning of "broadly representative"!  Such a government, by isolating itself from its people and not trusting them, will finally be an enemy of the people!
